East Franklin Township Saving Money through Online Submission
Though he’s temporarily not able to work at the township sewage plants, Working Supervisor David Stewart read the sewage report from temporary wastewater operator David Johns at last night’s meeting.

A report completed a few times each month by wastewater operators is not as expensive as it once was in East Franklin Township.
Temporary Wastewater Operator David Johns has begun submitting the monthly Discharge Monitoring Report to Department of Environmental Protection officials online rather than via a hard copy – which is already saving East Franklin money.
CWM Environmental is still the township’s emergency handler, but East Franklin no longer now has to pay them for the monthly expense.
A new contract was signed with CWM Environmental, enabling the township employees to collect their own samples and deliver them to the Rayburn Township-based company.
No problems were reported at any of the pump stations.
Last night was the first township meeting since Johns and William Turberville were appointed temporary and backup wastewater operator after medical reasons caused Supervisor David Stewart to leave work for an undetermined amount of time.
Stewart said Thursday that he doesn’t know when he will return, but was confident in Johns` skills since he regularly runs the Worthington-West Franklin Joint Water Authority plant.
Supervisors also unanimously approved their first ordinance of the year, regarding floodplain management as it applies to individual or business construction and permits along with penalties for those that do not comply with the ordinance. I
The ordinance summary was read aloud by Supervisor Chair Barry Peters.
“You can build in a floodplain, but you have stricter building requirements and I’m sure your insurance is going to be a lot higher too,” Peters said. “The Uniform Construction Code requires stricter regulations if you want to build.”
The ordinance was written by the State and amended to fit each municipalities needs.
Supervisors will meet for their first 2016 budget meeting in two weeks – at 6PM November 12 in the township building.
