Dayton Woman Among PennDOT Star Employees

Pennsylvania Department of Transportation (PennDOT) Secretary Leslie S. Richards announced yesterday that 30 department employees received the agency’s Star of Excellence Award, PennDOT’s highest recognition. A pair of employees from PennDOT’s District 10, which represents Armstrong, Butler, Clarion, Indiana, and Jefferson counties were among the honorees.

“Our success serving the people of Pennsylvania is built on the dedication, resiliency and sacrifice of our hard working employees,” Richards said in a news release. “Each has made a significant contribution to PennDOT’s mission - in fact, we estimate that we’ve seen more than $8.6 million in savings due to their efforts.”

Local winners David J. Layman, and Kathy Renosky were honored this afternoon at an awards luncheon at the Governor’s Residence in Harrisburg.

“We here at District 10 are pleased to join the friends and family of Dave and Kathy in congratulating them on this well-deserved honor. Dave and Kathy are excellent choices for this award with their great attitudes, customer focus, and commitment to the Department’s goals.” Said Joseph P. Dubovi, III, P.E., District Executive.

David J. Layman, from Johnstown, is a Design Project Manager with more than 12 years at District 10. Dave continually demonstrates a high level of quality in the Design Unit. He managed District 10’s Public Private Partnership for Rapid Bridge Replacement (P3) project while efficiently managing 17 other projects. Dave’s skills in attention to detail and team building ensured that the design team was successful in meeting the project milestones and aggressive schedule. Dave provided a clear scope of work for consultants resulting in a design cost savings.

Dave’s knowledge and dedication to the P3 Project illustrate his commitment toward providing a sustainable transportation system and a better quality of life for Commonwealth residents. Dave’s dedication and commitment to excellence make him a valuable asset to District 10 and the Department.

Kathy Renosky, from Dayton, is a Roadway Programs Technician 2 in the District Maintenance Unit, with more than 36 years at District 10. Kathy continually demonstrates a vast amount of operational knowledge and has exceeded the expectations of her current position. She streamlined the fuel invoice reconciliation and identified opportunities for improvement in the Systematic
Technique for Analyzing and Managing Pavement Program (STAMPP.)

Kathy works with temporary STAMPP employees to improve safety and efficiency of operations while the workers collect extensive data on busy highways. The implemented enhancements improve safety and increase productivity. Kathy’s extensive customer service skills and attention to detail are valuable assets to District 10 and to the Department.

The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, to traffic control specialists, communications staff and design and engineering specialists.
