East Franklin Supervisors Approve Tentative Budget

East Franklin Supervisors (L-R) Dan Goldinger, Barry Peters and David Stewart unanimously approved the tentative budget plan for 2016. A final adoption vote will be cast next month.

East Franklin Township residents got their holiday present early – they are that much closer to another year without a tax increase.
Supervisors last night approved the proposed-$1.2 million funding plan at their rescheduled monthly meeting last night.

Local residents, who currently pay six mills of taxes, have also not seen tax increases the past several years.

Vice-Chair Dan Goldinger was satisfied with the budget.

“There were a few things there that we talked about, but nothing we can’t determine during the year,” Goldinger said.

Even though a budget workshop showed a deficit in the sewage fund to operate the Adrian, Cowansville, Tarrtown, and Fox Hollow treatment plants, the General Fund has enough profit to offset the $20,500 sewage fund deficit.

In 2015, a $13,750 deficit was paid off and in 2016, that number is expected to exceed $20,500 due to rising electric, chemical and equipment costs.

The three supervisors – including Working Supervisor David Stewart (the sewage operator) hope to cut down on chemical costs with an ultraviolet disinfection system at the Cowansville plant – if they can get it approved through Community Development Block Grant funding

Supervisors expressed they are willing to go door-to-door again this coming year.

Chair Barry Peters said there are no major expenditures in the upcoming budget plan.

“Maybe a police car, but if you buy it through CoSTARS, you don’t have to buy it all at one time,” Peters said.

Supervisors will consider adopting the final budget at their December regular meeting after Christmas.
