Brent Allen Nulph, 52, of Templeton, who was currently an inmate at the Armstrong County Jail, is being charged with institutional vandalism after he allegedly damaged a sprinkler head in his cell causing the block to flood. This incident occurred on August 24 at 6PM, but State Police released the report yesterday.
