Income Surveys Needed to Continue CDBG Plans

East Franklin Township supervisors need assistance from Tarrtown residents to continue their plans to upgrade the local sewage treatment plant.
Armstrong County Department of Planning and Development Planning Coordinator Sally Conklin said county officials will be knocking on doors throughout the village with income surveys to fulfill low-to-moderate income eligibility for the project. The sewage treatment plant would be upgraded with a radio warning system utilizing Community Development Block Grant (CDBG) funding.
Officials ask that surveys be returned to the Department of Planning and Development office in Kittanning within two weeks - by October 17.
At the August regular board meeting, supervisors Barry Peters, Dan Goldinger and David Stewart rescinded a motion to designate 2016 funds to go toward the Tarrtown plant.
Secretary Debra Cornman explained supervisors had to rescind the motion at that time and change the intent because not all income surveys were received.
Supervisors instead designated the total of more than $83,500 to go into housing rehabilitation, but are still hoping for local participation to complete the sewage plant project.
Subtracted from that total will be about $15,000 for administration costs through Planning and Development.
The CDBG application deadline is November 18.
