Pittsburgh Man Strikes Tractor Trailer on Route 28

A Pittsburgh driver that hit his car into a passing tractor trailer will be charged with driving under the influence, misdemeanor hit and run and several summary traffic violations.

According to Pennsylvania State Police troopers from the Kittanning barracks, James Tully, Sr. of Pittsburgh was weaving through both lanes of traffic along Route 28 northbound Wednesday morning and struck a 2005 Manac Trailer.

But, Tully, Sr. - 52 - kept driving his 2004 Chevrolet Impala northbound while the tractor trailer driver - Chad Ross of Renfrew - contacted 9-1-1. Several other drivers also contacted 9-1-1 operators in reference to the hit and run.

Trooper Timothy Amy also observed Tully, Sr. about two-and-a-half miles south of Route 422 in North Buffalo Township swerving between lanes and the grass median at a slow rate of speed. However, Tully, Sr. did not react to Trooper Amy’s emergency lighting and siren, causing him to request backup from Trooper Kurtis Glasgow to execute a traffic stop.

Trooper Amy “immediately” observed Tully to be under the influence of a controlled alcoholic beverage and a combination of drugs, and even observed an open vodka container in the center console.

A drug evaluation expert deemed Tully, Sr. under the influence at the State Police barracks.

Ross was not injured in the hit-and-run
