CDBG Income Surveys Being Distributed

During the last few weeks, some Kittanning Borough residents have received an important survey at their doors.
But, residents of West High Street shouldn’t be alarmed since the surveys might have been distributed by Kittanning Borough via the Armstrong County Department of Planning and Development office on Market Street.
Program Manager Sally Conklin said that West High Street would be reconstructed from North Water to North McKean streets IF the Borough can get enough surveys completed.
A few weeks ago, Conklin said a volunteer, non-Council member will be distributing those surveys.
“(Residents) just have to check whether they’re below (an income rate) or not,” Conklin said. “They’re not giving their exact income.”
The Borough intends to seek funding to reconstruct West High Street and will need to provide current estimates of the incomes of the residents of the service area.
Borough Councilman David Croyle reassured residents that information will remain confidential and will only be used for the above project to make sure the area is qualified to utilize Community Development Block Grant (CDBG) funds.
Surveys should be returned to the Armstrong County Department of Planning and Development by April 1.

Further surveys will be distributed to some residents along Sampson Street and Arch Street as Borough Council also identified two of those blocks as priorities for reconstruction this Summer.

Would this information be easily available from the borough tax collector? Take what local tax was collected from all residents within the specified area, multiply by 100 to get the needed income information?????
