New County Mapping Project Still On the Books

The first payment for a controversial 3-D imaging software was made last week.
County Commissioners Pat Fabian, George Skamai and Jason Renshaw had to decide by March 1 whether to make the first payment for the Pictometry International software.
“The Board of Commissioners unanimously decided to go with Pictometry,” Fabian said. “After thorough evaluation, meeting with the company, assessment and even some conversation with (Armstrong) 9-1-1 and some of the school districts, the consensus was at the end of the day (that) we felt Armstrong County’s municipalities and school districts and would benefit by increased tax revenue from it.”
Commissioner Jason Renshaw said the system how County assessors tax properties is currently “broken”
“If the system’s perfect, we don’t need Pictometry – so right now, we’re looking to fix our system so we get all of our taxable revenue. Pictometry is going to give us the ability to basically fix all of our errors,” Renshaw said.
Airplane fly-overs are tentatively scheduled for this Spring and in three years when leaves are off the trees for a more-detailed view of all structures.
County paper maps currently show images from 1978 GIS fly-overs.
Renshaw said the new technology will also allow commissioners to restructure certain areas.
“This will lower our cost in the long run because it has the potential to gain revenue,” Renshaw said. “If we all start to chip in and pay our own weight, things will start to get a little better.”
While Renshaw shared the privacy concern other taxpayers are expressing, Renshaw said Pictometry does not add any more risk since that technology is already available and that the pros outweighed the cons.
Skamai reiterated that the total $206,000 cost is spread out over six years and decreases.
The former Board of Commissioners approved the contract in September.
County Director of Tax Claim/Chief Assessor Jeanne Englert said last year that safety was the main reason behind initial discussions two years ago, from both an assessment and an emergency services angle. Detective Butch Roofner also said the vertical and angular images will benefit County police.
County GIS (Geographic Information Systems) Coordinator Jesse McCullough, a graduate of Kittanning Senior High, said the goal is to try to get all 13 counties in Region 13 to contract with Pictometry.

We need a political story to go along with the new poll. Maybe Jack Bennett will put one up. Shame to have to hijack the commissioner’s Pictometry dinner date.
But, the hijacking has already been done.
Early in the game, Trump takes a lead in the KP poll and 22% say they won’t vote if it is these 2 (The Donald and The Hildebeast). Bottom line - if you don’t vote, The Hildebeast walks into the white house and occupies the desk that Monica spent some time under and you’ll have Bill as First Ladies’ man.
Donald Trump wants to put America first. What’s wrong with that?
For those of you not voting, go vote. It is your duty as a citizen.

How much time has Hillary served in jail? The point of Trump’s wives is how long it took them to become a citizen. He wants illegals out of the country, how did they stay here 11 and 20 years before becoming legal. I just saw Pyle’s dads obit said in lieu of flowers, don’t vote for Hilary. The Poverty Rate for Armstrong County was 13.8% in 2014 and almost all the people worked for the County at 7.25/hr. LOL That would explain Sickof talking about entitlement people.
