West Franklin Debris Caused Declaration of Emergency

At the beginning of July, debris caused high water along the Buffalo Creek in West Franklin Township and caused a declaration of emergency by county commissioners.

Planning and Development Executive Director Rich Palilla acknowledged a resolution with Francis J. Palo Construction of Clarion to remedy that potential disaster.

“About two weeks ago, we received a report that there was a lot of debris backing up against the center pier of the Buffalo Bridge in West Franklin Township,” Palilla said. “Public Works went out there and identified the magnitude of the situation, we discussed it with PennDOT and felt it was an emergency situation posing a threat to properties nearby, the Buffalo Valley Sportsmen’s Club in particular, and also a hazard if that broke loose and went down stream.”

Public Works Director Ray Carney saw the debris up-close before work was completed.

“It’s hard to fathom the amount of material from pictures – it’s trees, root balls and all,” Carney said. “It’s amazing how much debris- I’ve never seen it that bad. We had to go on different occasions, but nothing like this.”

    Maybe someone should have done something before it got to this point?
