Special Meeting Scheduled for Jacob Street Bid Award

A long-awaited Kittanning Borough repaving project could soon have a contractor.

Last night, Community Division Director Jennifer Bellas told the eight Borough Council members that bids were received for the Jacob Street repaving project in the borough’s First Ward.

“PennDOT did receive bids. There were three bids submitted – the lowest bid received was from Russell Standard in the amount of $334,750,” Bellas said.

A special meeting will need to be held next week for the official bid award – at 5PM Tuesday, July 14.

With the grant funds, Jacob Street from Grant Avenue to Water Street will be re-paved, re-striped, include bicycle shared-lane markings, include the installation of ‘road share’ signage, and ADA-compliant curb ramps. It will ensure a designated bike lane for the direct link between the Armstrong Trail and Kittanning Riverfront Park.

In August 2014, Kittanning Borough received a more-than $217,000 Transportation Alternatives Program (TAP) grant for paving and pedestrian improvements, but the Borough can also amend a $250,000 Keystone Communities grant award. Those funds would have been dedicated toward other resurfacing projects.

Councilmen David Croyle and Chris Schiano recommended waiting until an official word from Bellas’ PennDOT contacts before any decision is made. Those officials were unavailable Monday.

However, Senate Engineering Engineer Mike Malak recommended not re-bidding the project as to allow the work to be completed this summer.

The “local match” requirement – more than $54,000 – will be paid utilizing a $700,000 loan Kittanning Borough received to fund repair to other local streets, including North Grant Street, North Water Street and Union Avenue. That paving does not including the repairs that are being done along Market Street during the downtown revitalization project.

Borough Council members unanimously approved a $4,700 invoice from Senate Engineering to design the project.
