Cadogan Man Imprisoned for Heroin Possession

A local man was arraigned and imprisoned in the Armstrong County Jail last night after being found with multiple bricks of heroin.

Bernard Shaner, Jr. -36 of Cadogan - was arrested yesterday afternoon by North Buffalo Township Police during a traffic stop at the intersection of Nicholson Run Road and Cadogan-Slatelick Road.

According to the criminal complaint, officers found Shaner, Jr. slouched down in his blue BMW at about 2:10PM on the side of the roadway. While the vehicle emitted a strong odor of an intoxicating beverage – and Shaner, Jr.’s eyes were “bloodshot and glassy,” officers also discovered an expired inspection sticker on the windshield.

When Shaner, Jr. reached for his inspection, drivers license and registration at the officer’s request, the officer observed several empty stamp bags in the glove compartment and on the passenger seat.

After stepping out of the vehicle, officers further found four bricks, or 200 packs, of heroin marked “UnderArmor” in a fishing box, six stamp bags in a separate bundle and needles, spoons and cotton, and a near-empty bottle of Oxycodone.

Shaner, Jr. admitted to using both substances prior to his arrest.

North Buffalo officers were assisted by the Armstrong County Sheriff’s Department and West Kittanning Police officers.

Shaner, Jr. is charged with three different counts of possession – including felony possession with intent to deliver and misdemeanors possession and drug paraphernalia –as well as a misdemeanor for unsafe driving.

North Buffalo Township Police Chief Jason Hufhand said he appreciated the support from the neighboring police departments.

“We took a lot of drugs off the street (yesterday),” Chief Hufhand said.

Shaner, Jr. was arraigned last night by District Magisterial Judge Gary DeComo in Ford City.

In addition to Shaner, Jr. Raylene McAfoose, of Cowansville, was also to be arraigned yesterday on alleged drug charges by District Judge James Owen.

McAfoose is accused by the district attorney’s office of two counts of felony possession with intent to deliver charges, misdemeanor possession and felony criminal use of a communication device.
