EOC Move Projected for Early 2013
Armstrong County 9-1-1 emergency dispatchers and staff are hopeful they will move into the new Emergency Operations Center in Rayburn Township during the first-quarter of 2013. A mover contract was officially voted upon by county commissioners yesterday.

County emergency dispatchers are preparing to move into their new home.
According to 9-1-1 Coordinator Ronald Baustert, five bids were received to transport the equipment about three miles to the new Emergency Operations Center.
“Sometime during the first quarter of next year, 9-1-1 will be moving from downstairs (in the courthouse administration building) to the new public safety building behind (the Armsdale Administration Building in Rayburn Township),” Baustert said. “Our consultants have solicited bids from several movers in the area to help move the 9-1-1 center.”
Bids were received from movers in Allegheny, Butler and Beaver County, with George Moving and Storage in Freedom (Beaver County) of the lowest responsible bidders. Their bid was $3,800.
Baustert recommended George Moving and Storage to Armstrong County Commissioners at the public meeting yesterday.
“They were the lowest of the responsible bids, and certainly have a history in the area of being a quality provider,” Baustert said.
Equipment to be moved includes office furniture, computer equipment and filing cabinets, among other things.
“Everything we have down here,” Baustert said.
The moving will occur in three phases so operation is not interrupted.
Consultation is being provided to the 9-1-1 and the County Emergency Management Agency by Mission Critical Partners, whose closest office is in Wexford, Pa.
A bid from Don Farr Moving in West Mifflin could have proved to be lower, but was based on hourly expense only.
Other building/maintenance projects throughout the county are also continuing.
Commissioners were asked to approve a change order to Kittanning Hose Company #4’s roof replacement contract, as recommended by Kittanning Borough.
County Planning and Development Assistant Director Carmen Johnson explained the financial figures, but said it would not cost the County.
“There were additional materials, labor that were needed for that job,” Johnson said. “The change order will increase the contract by $3,791, which will in-tern put the project above the budget. However, Hose Company #4 has agreed to pay the cost overrun of $316.”
The work was completed mainly with more than $37,000 in Community Development Block Grant funding, and was unanimously approved.
A contract was also approved for an updated elevator system at the Armstrong County Health Center.
Administrator David Mansour reiterated the two bids received last month and requested the contract be issued to Eastern Elevator, which has a Pittsburgh location.
Eastern Elevator bid more than $20,000 for the job and was the lowest bidder.
Mansour and the health center’s maintenance director met with an independent elevator consultant during the past month.
A contract change which resulted in financial savings was also approved for the Belmont Complex upgrades. A geotechnical investigation will also take place by Construction Engineering Consultants, Inc of Pittsburgh, subject to Solicitor Chase McClister’s final review of the nearly-$3,000 contract.
No changes to the proposed 2013 budget were announced, though one phone call of dissatisfaction was noted.
A vote to adopt the budget – which includes a 2.2-mil real estate tax hike – will be taken at the December 20th meeting.
