Armstrong County UCC Group in 10th year
The Armstrong County Uniform Construction Code (UCC) Group began in 2004 when the State implemented Act 45 the Pennsylvania Construction Code Act. With the implementation of Act 45, municipalities had to choose to opt-in or opt-out. By opting in, the municipality was able to contract with a third party inspection agency to provide inspection services to their residents and businesses. For municipalities that chose to opt-out, residents are required to find an inspector on their own and businesses are required to work directly with the PA Department of Labor and Industry to obtain permits.
In its 10th year, the UCC Group which is made up of thirty-three member municipalities took the decision to opt-in one step further and decided to join forces to contract with a third party inspection agency. The group is currently contracted with Bureau Veritas which has been the groups’ sole contractor since 2006.
Bill Reddinger, Chairman of the UCC Group stated “that being a member of the UCC Group benefits the property owners with lower rates and someone to come to if there is a problem.” Bureau Veritas has not raised rates since 2008.
Based on a report provided by Bureau Veritas, 282 Permits were issued in 2013 within the 33 municipalities that belong to the Group. T
he report also showed a 68% increase in new residential construction permits issued in 2013 compared to 2012. Kiskiminetas Township had the most permits issued with twenty-nine followed by South Buffalo with twenty-five.
